Reliability Insights Timezone (UTC) does not honor Org Time Zone (YD-328)​

Issue:

The time zone (TZ) for Incident data shown in Reliability Insights (RI) is set in UTC, however the TZ shown on the Incidents page (and within Incidents themselves) will reflect the TZ configured under Settings > Organization. This difference leads to discrepancies in the dates and times shown in RI vs the created dates shown in Incidents.

Fix:

_We've implemented a dropdown in the top bar of Reliability Insights to select between different time zones.

RI now uses the User Selected TZ which defaults to User Preference TZ from Settings. If no TZ is selected there, it defaults to the Organization TZ and finally to UTC. Users can change the time zone in RI which affects all date / times which do NOT have a refinement._
